Teutsch 21 is not listed as an open star cluster in SIMBAD, although the arrangement of the stars suggests such a conclusion. But at least for
three brighter stars, which could be assigned to the "star cluster", the parallaxes can be determined by SIMBAD. The values are quite different
and so are the distances. This implies that at least these stars do not belong to a cluster and also the others are only coincidentally in the same
direction.
Unfortunately there is no paper so far, in which "Teutsch 21" was examined in more detail. So much remains speculation at this point.

Even if Teutsch 21 should not be a real star cluster, it looks like one in my 20 inch telescope. Furthermore it is nice to look at. At 210x 16 stars
of different brightness are visible, grouped around a brighter star in the center. The "star cluster" appears roundish with an even density of stars
and overall stands out well from the surrounding area.
